the low is less than 5% above the lower Bollinger(20,2) band over the last 4 days and
the low is less than 2% below the lower Bollinger(20,2) band over the last 4 days

There's nothing wrong with ure filter when used separately. You can't have the low trade above AND below the lower BB at the same time, so you can't of course use both lines in the same filter. However, keep in mind that 5% is a rather large number and Bollinger width for some stocks isn't even that wide. In such a case, you'll get matches that are trading closer to the upper BB and you might think there's something wrong with ure filter although, in theory, there's nothing wrong with it. I suggest you lower the number.
